LOUISIANA - LIBERIA ALLIANCE FOR COMMERCE AND EXCHANGE

The Louisiana–Liberia Alliance for Commerce & Exchange (LLACE) positions Louisiana as the first U.S. state to establish a structured trade and development partnership with the Republic of Liberia. By aligning Louisiana’s ports, businesses, universities, and industries with Liberia’s urgent needs in agriculture, energy, healthcare, and infrastructure, LLACE creates a springboard for measurable economic growth on both sides of the Atlantic.

Mission

To advance Louisiana’s leadership in trade, energy, agriculture, healthcare, and education by establishing direct, mutually beneficial partnerships with Liberia; creating jobs in Louisiana while meeting Liberia’s critical development needs.

Why Liberia?

  • Strategic Entry Point: Liberia’s location on West Africa’s Atlantic coast makes it a natural gateway to the region’s $3.4 trillion AfCFTA market.
  • Historic Ties: Liberia and Louisiana share longstanding cultural and political bonds, giving this partnership a trust advantage no competitor can replicate.
  • Market Demand: Liberia imports over 80% of its rice (spending $200M+ annually) and faces a $1–2B energy infrastructure gap. Its demand for sugar, seafood, healthcare, and logistics aligns directly with Louisiana’s strengths.
  • Economic Potential: Louisiana’s proven capacity in rice, sugarcane, seafood, LNG, biofuels, solar, telehealth, and port logistics matches Liberia’s priority sectors for investment and growth.
